I am not sure how they calculated this figure but it tallies well with my own calculations:
No. eBay shops in the world (Q2 financial results) = 541,000
% of eBay seller in the UK = 12M/203M = 6%
Total No. eBay shops = 541,000
Therefore I estimate that the number of eBay shops is approximately = 0.06 * 541,000 = 32460
